After spending ten years in prison, Sultan Bhai (Dharmendra) once an uncrowned king of Bombay is released from the jail and starts living peaceful life in the hearts of Basti people. Damodar Kangley alias D.K. (Mohan Joshi) who was a right hand man of Sultan, is now become the terror of the town. He has taken over Sultan's place D.K. wants to get the same Basti vacated where Sultan lives. Thus a big tussel starts between them.In the meantime Rajeshwar Singh (Mukesh Khanna) an old friend of Sultan is transferred to Bombay as an A.C.P. (A.T.S.) to control the fast increasing criminal activities in the city. Rajeshwar's brother Jai (Hitesh) is doing his police training in Nasik Police Academy. His beloved Anjali (Rubaina Khan) is daughter of D.C.P. Shrikant. To remove Sultan form his way, D.K. entangles him in a murder case. Sultan is arrested. Rajeswhar Singh arrests Munna, younger brother of D.K. on doubt and encounters him. D.K. goes mad. In retaliation he kills Rajeshwar's wife and daughter and shoots at his leg to make him handicapped. Jai, for whom the world became meaningless, sets foot in Bombay. He joins D.K.'s gang hiding his real identity, in order to take revenge of this Bhabi and niece. Sultan also escapes from jail and he too vows to destroy D.K's world. At a juncture D.K. gets to know the real identity of Jai. And Jai runs for his life. Pandit Kedarnath (played by Pran), a pimp, is now following her in order to get her for himself. But coincidentally, she meets Rajindra again. The lovers get married secretly. But then Rajindra leaves for Britain, leaving behind pregnant Nirmala. Rajindra's parents don't accept Nirmala and her child and throw her out. Nirmala gives birth to a baby boy. Her conditions worsen and she is not able to earn her living. She hence gives away her son to Dr. Renuka Roy, a kind woman, and goes into prostitution for earning money. Seth Jamna Das's (Raj Mehra) only college-going daughter Sapna (Rakhee) is involved with poor Shyam (Manoj Kumar). Failing to persuade her, and prevail upon her to marry DIG Gopal Das's (Prem Nath) only son, Deepak (Prem Chopra) he agrees to marry off the lovers. But on the night of marriage Shyam is not only accused of a safe break but also death of Kamini (Snehlata), and forced to join the criminals in a spate of robberies after one of which there is a showdown between him and the rest, and he manages to escape and lands in a town where he saves a young girl, Meena (Nazima) from a group of hooligans, who then forces him to come to her house for first aid treatment. Meena is the daughter of an honest cop, Constable Ram Singh (Pran) who instantly adopts him (now called Mohan) as his son. Notwithstanding continuity jerks; now all actions (murders, rapes, gold smuggling) and characters find themselves in the same town. And the lecherous Deepak in partnership with Jamna Das is the kingpin of all unlawful activities even though DIG Gopal Das is honesty personified. In the swiftly changing scenario, the old lovers get reunited, songs and dances in flashback follow, Shyam/Mohan finds out Kamini is alive, after some fisticuffs he is arrested, Ram Singh gets promoted as Sub-Inspector, but in a chase to prevent Deepak/Jamna Das's consignment with gold he falls prey to the former's bullet. DIG Gopal Das gets him cremated with full honors, vowing to get the culprit booked. Jamna Das agrees to marry off Sapna to Deepak to consolidate his nefarious activities but Shyam/Mohan spoils the party leading to a showdown between the partners. Not only that, he also convinces the DIG about his son's doing, how he had been hoodwinked into the aiding them, and brings him to the scene of action where the party is in a confessional mode.
